That makes sense. The brake pad compound can improve bite, feel, modulation, heat resistance and fade control, but the actual braking power mainly comes from the hydraulic brake system itself.
The lever, master cylinder, hose, fluid, caliper piston size, rotor size and overall brake setup are what create the clamping force at the caliper. The pad then controls how that force is converted into friction at the rotor.
So if you are feeling better initial bite, that shows the compound is engaging well. However, if the overall braking power feels similar to the Shimano H03A, that is normally because the hydraulic system is producing the same amount of force as before. A pad can improve how the brake feels and performs under heat, but it cannot completely change the power output of the brake system.
Where you may notice more difference is in harsher conditions, longer descents, repeated braking, wet weather, or when the brakes start to get hot. That is where compound stability, heat management and fade resistance become more noticeable.
